In pursuit of the Government of Ghana’s vision of digitalizing the economy and modernizing the way Government collects its fees and charges, the Vice President of the Republic of Ghana, Dr. Mahamudu Bawumia, in 2021, unveiled a one-stop portal “Ghana.gov”, a payment and revenue collection platform. This platform serves as a single point of access to all services of government ministries, agencies and departments.
It is in line with this initiative that the Management Information System Division (MIS) of the Ghana Highway Authority (GHA) in collaboration with a team from Ghana.gov, on September 5, 2024, launched the Ghana.gov payment system for the Laboratory Unit of the Materials Division of the Authority.

Director of MIS and Chairman of the GHA Ghana.gov committee, Mr. Foster Lelekele, in his opening remarks gave a brief background to the processes leading to the official launch of the payment platform. He noted that after a successful completion of the piloting process, all GHA accounts have been embedded in the system; hence, real time transactions/revenue received daily can be monitored from the back-end. This, he added, would help with daily bank reconciliation.

In a brief comment, the Chief Executive of GHA, Ing. Collins Donkor expressed satisfaction with the work done so far. He, however, urged the committee not to relent on the successes chalked and expedite the process of onboarding all Regional laboratories onto the Ghana.gov platform; ensuring that all the Authority’s operations are fully digitalized.

The Team Lead from Ghana.gov, Mr. Emmanuel Offei, during his presentation, also reiterated the relevance of the Ghana.gov platform. He explained that the single payment platform aims at boosting government revenue and providing convenience to the end user. He added that the system has both the citizens’ portal and the GHA portal. The citizens’ portal, he said, consisted of four (4) main components, that is, a web portal, a mobile App, a USSD interface, a payment processing component, a notification feature, and a complaint submission medium. On the GHA portal, staff will have access to various data and reports, enabling them to track inflows in real time.

A live demonstration of the system was conducted with the Dy. CE (Devt), who performed a transaction using the short code *222# and it was successful.
Mr. Offei also gave an assurance that the system was designed to allow adjustments in order to meet the Authority's evolving needs.
Participants were enlightened during the interactive session as their questions and concerns were well addressed.
In a closing remark, the Dy. CE (Admin), Ing. Samuel Akuaku thanked the team for their effort in setting up the GHA portal and encouraged all staff to contribute to raising awareness among clients and stakeholders. He also directed the Public Affairs Division to launch a mass educational campaign through media engagements, flyers and public announcements.
