Right To Information ACT, 2019, ACT 989

Article 21 (1) (f) of the Constitution of Ghana Provides as follows:

"All persons shall have the right to information, subject to such qualifications and laws as are necessary in a democratic society."

This means every person in the jurisdiction of Ghana, citizen or non-citizen has the right to information.

It is in line with this regulation that Ghana Highway Authority has set up the Right to Information (RTI) Unit, which is being spearheaded by the Public Affairs Division, assisted by two RTI officers who have been trained to process applications for access to information

The Authority is therefore positioned to receive and process requests as well as make basic information available to the general public through the Public Affairs Division.

However, access to information would be subject to the exemptions that are relevant with the protection of the public interest as stipulated in the ACT.

RTI aims at promoting the art of transparency, and accountability.

Procedure for Access

The following are processes the public/applicant is expected to follow when making an application for access to information in a public institution. This provision is specified in Section 18 of the RTI Act 2019, Act 989.
